Johor will only prosper if the federal gov allow the state to do its own thing with its own tax money. Investors value stability. Singapore just had her 4th PM. In less than 60 years (or over 60 years if you count from self-government). How many PMs has Malaysia had in the last 6 years? That speaks to political stability. Without stability, no city can become a financial/investment hub. Every (working) morning about 300,000 Malaysians cross into Singapore. The Rapid Train System (?) will move 10,000 people per hour. So from 5 am (if the RTS operates that early) to 9 am, it would move 40,000 people from Johor to Singapore. Leaving 260,000 to continue to struggle to get thru the checkpoint. The RTS seems to be an inadequate solution. That speaks to Johor's/Malaysia planning and execution ability. A real solution would be for passport free travel between Johor and Singapore. This would reduce the checkpoint congestion/bottleneck. But that raises a host of other legal and logistic questions. But assuming these questions are resolved or mitigated, I can see land-starved Singapore businesses crossing the Causeway to set up offices, factories, nursing homes, hospitals, aged care facilities in Johor. And part of the congestion of Malaysians crossing into Singapore will be reduced as many of them would now be working in Singapore businesses operating in Johor. But if Johor wants to be richer than Singapore, it needs to steal the financial services and investments from Singapore. Singapore is already running out of land and must resort to playing Tetris whenever they need to build something. Without land, Singapore's GDP will be stagnant in the future as growth is difficult for businesses without any expansion. This is why Singapore must reclaim land in order to keep up with demands. The cheaper alternative is for businesses to expand in Johor for operations while the HQ is based in Singapore, hence, why JS-SEZ is inevitable.

Comparing JB-SG to Shenzhen-HK and thinking that JB can overtake Sg is fallacious. Shenzhen and HK are part of the same country and China wants Shenzhen to succeed and surpass HK. Sg isn't going to stop and wait for JB to catch up.
