An HOA Threatening to Sue? Do they use their own money or fi they use the HOA money to harass homeowners?
After all the problems and idiocy, why would ANYONE buy a house in an HOA area??
Some of us don't have a choice

Ok. If neighbours don’t like seeing it maybe offer to shield the view using temporary low 2’ cheap wooden trellis fencing, or planters?
The whole thing is ridiculous, however if the complainants opposite they might not seeing the blue block against the lovely well kept lawns and pond.

that is an accident waiting to happen...any pool that is left up unattended needs to be fenced in, a small child can get in and drown.
The people with small children are responsible for watching them.
