It actually is indeed the same voice actress for Hera from Rebels. When Vanessa Marshall auditioned for the role, she tried it with both her American accent and a French accent. Ultimately it was decided to just go with the American accent, with the idea being that she just phased it out.

Chopper?!?! in this show?!" 🤣🤣 Yeah so this episode was a nice surprise and Tie into Rebels lol, Hera's Father Cham was in Clone wars a couple times, The Supply line episode and the Ryloth episode With Mace Windu with the whole energy Bridge thing. I imagine Hera slowly phased out of her Twi'lek Accent the longer she spent off world
