Current estimates are that there is 25-50 TIMES more water in our solar system than in Earth. Very likely, this is true of much of the universe. And it is much less resource intensive to grab a comet (mostly water ice) from the Oort Cloud than to lift water from Earth.
The theory that most comets are water and ice is just one of the ideas under challenge by the Electric Universe proponents. Time and again, the "official" idea is that comets are water and ice, when over and over, it's proven to not be the case.

If earth does not have FTL travel devices, and they don't have FTL communication the signal from earth to mars may take up to 22 minutes, at least 4 minutes. All to be earth's colonies?
It’s possible in this scenario an imperial vessel crashed into the SOL system at some point in the past. We went and investigated discovered that we weren’t alone and that there’s an empire nearby after reverse engineering they’re communication tech. And just built from there.
