I have found that purple power is pretty effective for cleaning concrete. I like to super saturate the heavy spots first, getting down with a hand scrub brush and and work the PP into the area. I will let that PP stand after agitating until it's about to be dry, adding a squirt of fresh PP to keep it wet and keep it working. After that, your method is about as good as any. You are right though, it's never going to look new again. You said "don't say epoxy coating" but once your concrete is sort of clean, there are concrete sealants that mitigate future stains, and they help a lot when wiping up spills and drips. They are fairly cheap and worth doing.
