Looks like an oldsmobile, so probably some old person who can't hear anything, but is still allowed to drive, because of old people rights in this country putting everyone else's life in danger with these ticking time bombs.
Either that or a youngster mid 20s or younger or financially broke mofo who thinks rules don't apply to them either way man I'm glad I'm not owner of that cars insurance company if they even had any cuz ouch it's gonna get a costly repair bill from the city

Gas tank is open. It may be possible someone stole his car from the gas station. Been happening near me. Saw lights and thought cops were after him
