This video explains how to rig outriggers. As far as how to use them, it's pretty simple. Put your front trolling lines in the release clip and use the outrigger line to the pull the clip away from the boat. THis increases the number of lures you can run and puts the rigger lures in clean water.

We usually wrap the line through a tower leg and clip the end around a pipe that is just far away to keep tension on the line.

You nailed it. You usually just wrap it around the poles a bunch of times and clip to off to itself.

How do you connect rod line to out rigger
The outrigger clips will hold the line until you get a bite. Then they release and allow you to fight the fish direct.
