Sometimes it may happen if the current rating of the circuit is smaller than the load. Let's say the cooker is rated 28Amps and circuit breaker rated 20amps, it will definitely trip when you turn it on.

If the oven draws too much current for a 13A plug, why would it come with one attached? I'm guessing you just chose this oven as an example as you already had it, as you can't sell an oven if it blows its own fuse immediately.

The 13 A fuse is designed to trip immediately at 21 A current
Anything between 14 A to around 20 A will take hours to blow the fuse i.e the time will vary according to the characteristics curve
