I am in the process of trying to rebuild a 610 myself mine had been sitting many years at least 20 maybe more the story of why it wase parked was no compession 3 cyk lowon 1 they got it hottt and burned down though all 4 cyl. what a mess i got into but i will eventually ger it useable again hope yours isnt as bad as mine, the 610 was madin the 70s stright belt and chain drive.
that canaster by the dipstick is the oil filtrt the hyd filter is under the machine a great big one probably a gressen at least mie is mine is all in pices now.
My guess qbout the starter is that the brushes are not making contact which makes the bendix kick in but then the brushes don't make the engine turn, thus a sharp rap with a bar or hammer tapping on it to have the brushes come down and contact the feed wheel for the field.

wiscons are famous for stuck valves when they set for awhile.
I got 2 of these the twin to that one is running but forgot to put alt. belt back on and moved from shop now it is sitting and waiting again.

there are 3 bolts chevy style stsrter.
i thought my case 1840 was bad when i bought it. this is in same condition by the looks of it
