Removing the distinction between preaching and teaching is absolutely spot on. My mentor taught me the importance of doing both. It allows the sermon a time to not only be a moment of proclamation but also you are teaching people how to read the Bible in a christological and sacramental way.

Her worship wherein people are "evangelized" from baptism on. Its assumptions are borne of Reformed thought, which includes decision theology, and instant conversion. Luther inherited no such custom of simply teaching the Bible to farmers and tailors and craftsmen outside of the context of a liturgical service. That's what Rev. Petersen means here.
