Only half hearted reforms were done under the pressure of financial crisis. Otherwise no reforms would have been done at that time. They dont have any other choices at that time once balance of payment crisis emerged. That's the harsh reality....they would have continue the same nehruvian economic model.
Major reforms in tax system, labour reforms, land acquisition, privatization & many other were skipped which are essential for FDI inflow specially for manufacturing sector.
