Development is relative. He is comparing jobs in Mumbai, Delhi, Bangalore, which are Tier 1 cities, to jobs in a remote village where the most advanced city is a Tier 3 city like Bathinda. Hardly a fair comparison.

There are many places with name Talwandi in Indian Punjab too. I think Talwandi means place where there are Trees. Talwandi Sabo has a great place in Sikh religion where 3 of the 10 sikh Gurus visited. The 10th Guru Gobind Singh compiled Guru Granth Sahib (Sikh holy Book) at Sabo Talwandi. The oil refinery he is referring to is in a place called Rama near Talwandi.Singer Sidhu Moosewala Village 'Moosa' is also very close to Talwandi Sabo. And, Bathinda is one of the oldest cities of Punjab (much older than Lahore). Sultan Razia was married to Governor of Bathinda Malik Altunia during the Delhi Sultanate period.
