This situation is not about standing inside the white lines. During changing of the Guards no one is allowed near the box. Everybody needs to be behind the bollards. If you don't know this or don't speak english something like that in the video will happen.

I’m glad that they painted that restrictive area around the guards and horses, but it be better just to cord it , like in the courtyard were they have the guard behind the chains , it makes a clear barrier which some tourists need.

Our fast-paced life doesn't always mean we stop on the street corner to chat - but come here to run our famous New York City Marathon and get cheered on by a million and half New Yorkers, and see how warm and friendly we are when we are not rushing somewhere!
To be fair, these are foreign visitors who are probably not fully versed on the rules and regulations governing etiquette at Horse Guards. Unlike some people ,they aren't there every day, and the rules as posted are pretty vague, especially the visual that depicts a tiny horse being petted by a giant hand !
I think the woman was totally confused. She got it about the line, but clearly did not understand why she was suddenly chased away altogether. To be fair, the changing of the guard is not explained, an officer just pops out and herds people behind the bollards. Confusing enough for the people who even know what the police is telling them. She (as well as the man) probably thought the police came to chase her away because she stepped over the line.
I'm curious how this place is described as a tourist attraction, because they actually try to get as close to the horse and try to make horse interact with them, it's a challenge to them like a carnival act! If so yall need to put out more info and more signs to at least stop the disrespect! Do yall need the money that bad to subject your military soldiers to? I just don't get it! I never will! No soldier should have to put up with this kind of ridicule from people mostly foreigners! The soldiers are treated as dressed clowns by these people!
