It's neutral. But, we don't usually use it in academic writings because of extreme nature.

"There's no reason for blaming me at all" this is an alternative.
Generally whatsoever is used after the noun, and it follows this pattern.
It is used with the next pronouns:
"None" "nothing" "no" sometimes with determiners "any"
None of them whatsoever knew the answer.
I hope you [don't take any issue/ take no issue] whatsoever with my comment.
"Have you got any questions? None whatsoever "
It is also worth noting that "whatever" can have the same meaning as "whatsoever" and it's used in the same way, but I have to say it's not as common as "whatsoever"
