Fritz did most of the programming work in song arrangements when Karl left the band in 1990 as the credits of The Mix state that he's responsible for the music data mix. The Mix was an attempt to modernize the pre-1986 discography in the style of early 90s disco & techno music. I was told by "The Kraftwerk Database" on his upload of Radioactivity No Nukes 2012 that Fritz influenced The Mix which is true since he programmed the arrangements. All of this suggests that Fritz is an expert when it comes to many different types of electronic music.
When he worked on Nummweltverschmutzung, he possibly had that bassline in his mind which originates from that Soft Cell song, but he didn't realize it and had memories of this song only in his subconsciousness. Fritz knew that Ralf and Florian are strict about legal questions since (according to Karl's biography) he experienced Florian being mad at him because he (Fritz) worked with Karl on TV which violates some law obligating band members to only work exclusively for the band.
So, Fritz didn't use the bassline intentionally and if he realized that it originates from Soft Cell, he wouldn't have incorporated it into the song.
I can't strictly tell whether the bassline is a coincident or not. Fritz making use of it in Nummweltverschmutzung surely is, but the fact that both basslines share the same note is not because Fritz listens to a lot of synth music and that bassline once entered his subconscious mind while listening to Soft Cell. When he worked on Nummweltverschmutzung, the bassline ringed in his head, but he didn't straight recognize it as being a creation of Soft Cell.

@@KanalvogtSG Wow I didnt know that! But it makes sense that he programmed the songs because the sequencer was behind him in the studio after 1990. It also makes sense because Karl bartos programmed the original more poppy sequences in 1990 and then fritz must have taken over and done the more mature house styled arrangements in 1991
