For a stubborn check light , locate the lamps positive wire lead and sever it before the cluster gang connector . Next locate the Alt./ Gen./ battery lamp positive lead and tag the positive wire from the check lamp to it in parallel . Now the check engine lamp will operate like it should when no codes are present ( on with ignition ,off when running ) .
Somehow the ECU knows, on the newer vehicles anyway. You'd have to look up your specific manufacturer ecu strategy, personally I block mine off, and I delete the check engine with specific programming by reflashing the computer.
So why not connect a small light in the enginebay where the solenoid wires ?

doesnt the computer look for a difference in egr gas at the 02 sensor when it runs its periodic tests?
Could have put a resistor in the circuit at the PCM
I always thought about trying to reroute my EGR tube to the exhaust before the O2 sensors in a low pressure area, seeing if that would work.
What about pre-detonation and pinging from the delete without tuning it out?

So the test light acts as a resistor. Nice. You can also do this on pesky oil level sensors that nobody needs.
Why not just leave the egr valve plugged in and zip tie it to a bracket or something?
