Not going to lie I think a better representation is if you basically if you kill a certain merchant grind certain areas the game with mostly passive npcs. An area full of minors and other 'civilian' types that are just doing their jobs and all that. So this boss just ends up being the punishment for if you cheese the easy levels rather than put up a fair fight. I realize doesn't quite fit the genocide route of undertale but there also isn't a pacifist route for it either. (Even if it would be kind of nutty for a souls born game to include the hard road of just knocking people out status effects and doing complicated side quests to ensure you can pacify a boss before their health pool runs out.)
