The interface is the interface of Scratch 1.4, a much older version. Maybe they're okay from a licensing perspective since Scratch is open source and it looks like they removed the Scratch trademarks? I'm not too sure.
Hilarious that they stole an older version of Scratch for their app. On the other hand, Scratch 1.4 had some fun template sprites, like the gravity cat.
At 00:35 if you look closely, you can see that it says "Based on Scratch"

They cant get sued because they arent using the scratch copyright, + they prob used the source code of 1.4, (yes old version have source codes publicly avalible) and they say that it is based off of scratch.

I wouldn't consider this a full copy because:
Most of these copies were made as "mods" for scratch, for example: like snap! (BYOB) was a mod that added some features like making blocks until scratch eventually got that feature.
Older versions of Scratch are open source.
Snap! was (is) good - more programmer-friendly. Sometimes I wish it was as popular (and supported) as Scratch. Oh well :)

Well, Tynker is not really a copy of scratch because:
Tynker was made to teach children programming, but Scratch is its own programming language for children
Tynker also teaches Python, JavaScript, and Java.

that's literally scratch 1.4 but with changed assets
I recommend using a voice changer and different voices and mixing them all into one is great for horror game making but if not,you can use normal voice effects to make character.
