The ruffles pull the hat and reduced the rows after the increase. Also I used a smaller hook until I start the ruffles, then go up a size. I also seen a tutorial where one lady added a drawstring.

If it's too big try to make chain long enough to as least wrap twice on your head and then pour it as a drawstring at the base of the hat and that way it will fit any size head as long as they can tie it according to their size
Hey, I had the same problem following two different people and making a ruffle hat and they came out extremely big ; so I decided to use my own tape measure and cut down some of the rows ;and I will let you know how it came out.But someone told me I can make a band inside the hat to draw it in some ant it works.

I love her pattern but instead of using a 5.5 hook like her, I used a 5mm and it came out SOOO much better than my first two hats. It still had a little too much space but not enough to noticeable tell like the green hat I did.
Try 10 rows of crochet. The ruffles really pulls the hat. It looks like you have alot of rows on your bucket portion, which is better for a slouchy hat.

After I made mine and it was extreme ruffles. I decided to put on elastic. It's shaping it very well
