Hi Shashi, generally courses start in September for the fall intake. If you are able to get a student visa, your spouse can apply for an open work permit. Most people first apply for a visitor visa, then come to Canada with their partner (the student) and then apply for the work permit while in Canada. This seems work better than directly applying for a open work permit from Sri Lanka. If you have kids they can accompany you as dependents. Hope this information helps.

Generally there are no official requirements to have IELTS scores when applying for a study permit. But there is a question in the country specific visa office requirements to show qualifications obtained in English. If you have done your degree program in English you can show that, if you have taken English language training then you can show those qualifications
