In the eddisode, “power edd” when edd is exploring his powers, and uses x-ray vision, you can see bones in Tom’s hair, and because the only bone that are made to be completely visible is our teeth, the bone is cover in flesh. In the eddisode where they join the army, tom has “Steve” shaved off, and because weird logic, they also shaved off the bone because if they aren’t attached to his head. He named it Steve for a reason, it’s like a different entity on his head, but it’s still just him.
