    Like Eric said, the People’s Republic of New York. We lost 2 seats in the House in the last census. Instead of thousands of new laws, they should just let us know what we can do. People and businesses are voting with their feet. NYC is in the toilet with crime and homeless, but you can get a $1,000 fine and 30 days for your muffler. Someday, the politicians are going to run out of other peoples money.

    They just passed a similar Law over here in France ... no restrictions on manufacturers or shops ... all down to "who owns the vehicle" AND they're enforcing it with "Noise Level Cameras" (fixed/82db max), that sends the ticket to your registration address ... just installed one in Nice last week (heard about it during our local Classic Car Show last Sunday ... poor guy just finished a 3 year restoration of his 1980 Vette with a 454 running headers/side pipes ... VERY loud and he was like a Deer in the headlights !!!) Gotta love "Big Brother" eh?

    As NY continues to focus on the really, really important issues of the modern era, the state slowly but surely empties. There have been "inadequate exhaust" regulations for my entire life. They have rarely been enforced, and I don't see this changing the game. Meanwhile, the education system fails and the politicians get richer.

      Yes, that is because people Parent of babies at home are getting tired of hearing this, also having to pay every month twice a false Alarm bill to the city, because these very loud no pipes car passed my home with super loud popping fire exhaust. Also, the loud noise is waking up our babies being startled by the crazy loud noise.
      The False Alarm Bills are expensive. And scaring our babies while they are napping is just wrong...

      @@Cheepchipsable Sort of yes, but actually no. Salt is NOT Eric O's business partner, because the books only give you so many hours to get a job done. You don't make any more money if it takes longer. And salt makes taking the vehicle apart take longer (and generally more destructive as well).
      In other words, it just hurts the bottom line. And sometimes you can't even do a job because the vehicle's too far gone (critical parts of the body, frame, or sub-frame rusted into Swiss cheese as thin as tinfoil instead of the strong thick metal it needs to be).

    So to add ,if the state is concerned about noise pollution seems to me they should also be concerned with loud guns and should recommend mufflers to quiet 🤫 them.

    Thanks for the update! I don’t operate in New York but I have family that lives up there. I am in the not so great state of Indiana where as we speak they’re try to pass a law where in order to do anything with a catalytic converter you have to be registered with the secretary of states office.. ugh!!

    What I find interesting about the letter is that they eliminated the phrase "Or use" which makes me think there is a "grandfather" effect?     California has had that same law for decades! Harley sells the exhaust but won't install it. We have 2 laws. Defective muffler, which is a fix-it and Modified Exhaust which is a fine and fix-it. Did you know? We also have a Law which is "Failure to correct after notification by a Police Officer". This is a fine and a point on your record for failing to comply.

      I live in NY and have driven around without mufflers after they've fallen off of my old cars. One got torn off in a giant pothole. I got pulled over twice with two different cars. As long as I had them fixed within 72 hours, I just went to the police station with the ticket and receipt and they would throw it out.

      California probably wrote the law because of me. In the 80s my GTO was big block powered high compression . Sprint car cam grind with massive headers and turbo mufflers bolted directly to the collector adapters. I let a friend drive the GTO to the parts store 4 miles away. I heard every shift. My friend did have a huge smile on his face wed when he came back

      California has always had failure to appear, as well. Get a $5 jaywalking ticket, fail to appear in court, $200 fine and a bench warrant (40 years ago). I learned very quickly that California does not care if you break the law, but you damn well better do what they tell you, when they tell you, and how they tell you. They do not tolerate disobedience.

    I agree with that when it comes to the cars that... pop pop POP on decel... like there's a drive-by shooting. Here in Philly, they started putting up cameras with noise detection in an attempt to curb that new exhaust fad. Idk if they've been activated yet.. but I know these systems are getting installed. I think to also curb the boom boom thump from music, which I agree with also, at least in the night hrs.

    It's a wonderful law that won't stand up to basic good lawyering. Aside from a maximum sound level established by the state, there are no specific noise levels set or distributed by car companies at the time of sale. As such, it would be impossible to replace a muffler even with a OEM replacement and be sure that it is exactly the same sound level or lower.
    Further, if an exhaust system is "50 state legal", passes emissions, and does not exceed the statutory maximum sound level for a motor vehicle, it would be in compliance with federal motor standards. Setting a more stringent sound level law without first establishing methods by which it would be checked, mandating that car companies disclose exact sound levels as per that specific test, and without allowing for variation from part to part the state fails to allow for real world application of such a law.
    Basically, they will get laughed out of court. By the law as it stands, nobody (not even a dealer) could risk replacing an exhaust system for fear that it would be 0.0001% louder and thus in violation of the law as written.
    Politicians are morons.

      Here in Ontario they announced that they will be cracking down on loud aftermarket exhaust. They have trained a certain percentage of the police force with the use of decibel meters to enforce this.
      This is a worldwide enactment of lockstep laws in the war against petroleum vehicles.

    Meanwhile here in CA you can walk out of a store with $1000.00 of merchandise and only get a ticket. Rite Aid has closed a bunch of stores in SF. Food Max closed in our town due to the losses. Who has time to worry about a muffler?

    Trust me, I've been more annoyed and heard more deafening sound from car audio speakers and subwoofers than any muffler on the market. In fact, these sound systems often outdo open exhaust with no muffler(s).

      It's pretty simple:
      Step 1 - Make lots of money.
      Step 2 - Don't do ANYTHING that puts you on the wrong side of the law. Example - keep your damn car or motorcycle STOCK.
      Step 3 - Keep a law firm on retainer, because they will make a law that you will be in violation of, sooner or later.

    "Wacking off your muffler" sounded like...innuendo. 😁We don't inspect cars anymore or have much rust where I live. We do however, have huge tornadoes. You could always move. Scotty packed it up and moved to Tennessee and he fixes them cars right in the driveway and doesn't even own a lift. 😁😁

    Eric, I love your channel, and I appreciate your passion, and understand your frustration. The original INTENT of this law change was to try to put and end to kids with tuner cars that have exhaust pops and burbles that sounds like gunshots. In rural areas of NY like Avoca, this is probably far more uncommon compared to Queens, which is really annoying. People in the 5 boros are more likely to work all hours, so hearing while trying to sleep (during the day) is very disruptive, hence the bill was written. Since lawmakers in NY assembly are by and large not car people, they don't understand that those sounds are mainly due to tuning, rather than exhaust components themselves (I might be wrong here - full disclosure!). In reality, we know that enforcement of this law will be extremely selective and primarily target tuner cars and shops.

      Tuning doesn't make a louder car, just exhaust systems. The problem with this law is that it gives police the ability to pull over anyone with a loud exhaust. Like we need police to waste tax payers money to drive around and give tickets. High flow mufflers are louder but also offer better MPG as well as performance. Why you think people put them on their cars? They are also generally stainless steel since the NY roads are so salty and cause the OEM exhaust system to rot out. These aftermarket systems are also generally cheaper than OEM. Far as I'm concerned this is a tax on the poor. A law created from a bunch of people who can afford to drive Tesla's.

      @@DukenukemX But it can, when you change the exhaust cam timing. I have an Audi S4. It is stage 2 FBO fully tuned ECU and TCU. It can go pop pop pop OR wait for it.... close the exhaust valves and it shuts up. I speak for myself here. I am not an a-hole. I don't poop where I eat. In any residential neighborhood I shut the car up. Because I myself can't stand people who don't respect another's home. So it is the people who have no self control (as always) the ruin it for everyone else.

      @@GOOGLM3_NY I understand but a lot of the things that make cars quiet are also ruining mpg and hp. Mufflers are one example, but intake resonators also do this as the back pressure of the air intake will make a roaring noise, so manufacturers put in resonators which act like mufflers. This is mostly so the driver doesn't hear it, not the neighborhood, but the same principal applies here too.
      My Corvette is quiet on purpose because I don't want to hear the car loud myself, and get pulled over from police. Car is red too, so I'm basically a cop magnet. I have aftermarket long tube headers but a stock style muffler. It did get louder but not so much to annoy the neighborhood, but if I want to maximize my performance then the mufflers have to be replaced with louder free flowing ones.

    So does this mean that you have to use the OEM factory exhaust on every exhaust replacement job? OR, are the manufacturers going to publish the noise levels of all their vehicles so that mechanics can make sure that any repair meets or exceeds the factory noise specification? Ridiculous. They need to set a db level and enforce that.

      The OEM ratings are part of the EPA Noise Pollution Control Act at the Federal Level. That rating is "recognized" as the OEM rating for new vehicles sold under the ACT since the OEM can not Exceed that noise level.

      They have always had a dB level. Section 386 of the Vehicle & Traffic law. Vehicles under 10,000 lbs 35 mph or less 86 dB(A) 35mph or more 90 dB(A). Motorcycles 35 miles per hour or less 82 dB(A) over 35 mph 86 dB(A).

    I am divided on this subject. On one hand I absolutely hate those loud exhausts from straight piping or installing those fart can exhausts. One the other hand I am uncomfortable with the heavy hand of government sanctioned violence used to tell people what to do with their vehicles and some exhaust systems really enhance the sound while being marginally louder than stock.
    The law is a unforgiving and I flexible thing. I would be more comfortable if they simply defined a maximum volume at a defined distance than the more relative stock volume standard.

      I agree. This seems a bit heavy handed but loud exhausts are getting out of control from mid life crisis Harleys to pimped out diesel pickups to your average modified Mustang. Your neighbor with his loud exhaust can wake hundreds of sleeping babies and adults just driving to work early in the morning. This law will also be tricky to enforce without specifying sound pressure levels and a consistent method for measuring. Not many cops are going to try to crawl under a car for a look and might not be able to tell what they’re looking at even if they do. But they can at least go after the obviously really loud vehicles which are the worst offenders. But obviously if shops are installing illegal exhausts that’s easier to enforce.

      Government is for the people and by the people. These things just dont come out of government.. They originate from the folks and remedied by the government. Nobody really likes loud obtrusive popping and roaring down peaceful serene areas. If you do you would be in the minority. Good law in my view.. Lots of engineering goes into keeping motors quiet.. Why not use it.

    Most states have had these laws for a long time.Also illegal to up your rim size more than 2 inches from factory.Loud exhaust and illegal aftermarket has been around in most states requiring inspection for a long time.Pretty much as long as your vehicle is not annoyingly loud you're okay....until you try to get an inspection sticker.

      @@MeltingRubberZ28 Yeah every other mirror cycle, JDM 4-banger, and Pickup truck that isn’t some leased rent-a-car has a muffler delete or aftermarket exhuast equipment installed on it. Most cops don’t care unless it’s extremely loud. This law will only make getting inspections done on those vehicles tougher. Expect to see more fake inspection tags LOL.

    Since the new mufflelators cannot allow the sound of the motor to be louder than the original factory equipment, this means the state has to measure the loudness of the factory motors with a calibrated loudness meter of every past and present motor in the state, to verify that a new mufflelator is in compliance (or not) with the new law.

      There are already laws regulating sound level limits as part of both FMVSS and state laws - in the case of NY it's max 82db per Section 386 Motor Vehicle Sound LImits in the Vehicle & Traffic Law.

    Here in Colorado, we’ve had a noise regulation since 1982. The max limit is 82db. I don’t know what the penalties are for breaking that, but there are penalties. It just isn’t well enforced. Some states have had similar laws all the way back to 1973 so they’re not uncommon. Sounds like NY is just stepping up the enforcement level about a hundred fold.

      Unfortunately, just like tinted windows, they are putting the burden of responsibility to "police" these things on the Inspections stations. Price is still $21 for a NYSI. So, not accounting for time it takes to perform one, add that liability exposure to the aprox $8- $10 "profit" we make on them.

    When the driving lights on when it's raining law first came out I forgot to do just that and passed a state trooper going the other way. Man, he spun that cruiser around so fast my head spun.
    He thought he hit the lottery as I had an older pickup truck that was rusted pretty good.
    But, unbeknownst to him, I had a business and kept the truck maintenance and safety inspection requirements up to snuff.
    He was actually pissed that all he could do is write a ticket for the headlights which ended up as a $15 fine.

      When you first go to get the vehicle inspected, assuming you moved to New York, You will not pass inspection until exhaust is returned to factory decibel level.

      And because the state would have to actually do something in order to record said stock noise levels, per vehicle, for LITERALLY EVERY KIND OF VEHICLE EVER MADE, INCLUDING MODIFICATIONS OFFERED BY THE AUTOMAKER, you get exactly one result from all this legalese.
      Absolutely nothing changed WRT what actually gets you in trouble, just that now instead of the person getting fined, they fine the shop that let it pass inspection.

    This probably has a lot to do with NYC, were you must also have "city" horns. The city is already loud enough without adding more noise. We have, I assume, Harley riders here in Wisconsin, riding around with exhausts so loud you can't hear anything but them when they're near you on the street. And that means emergency vehicles as well as the radio.

      The city horn law was repealed a long time ago. It was in effect in 1974, the same year they came out with cars that would not start if you didn't fasten your seat belt. Fortunately that was easily bypassed by disconnecting the seat sensor connector.

    Honestly I truly hate when the rice burners cut off the muffler, sounds like crap! I love a rumble of a good V8 , but a 4 banger 🙄those people need to be fined and jailed

      Too true. Here in the uk gas is too expensive for the local teens to be able to run a large capacity engine, so old codgers like me have to listen to their wheezy 4 pots with straight through exhausts all weekend. Highly irritating.

      They sound like garbage those 4 cylinder engines even with a hush thrush muffler on they sound terrible.

    They did that in Australia, I am not sure if it is every State & Territory or just mine. It is sad, the rumble of a V8 is as Australian as meat pies. It should be an offence to bring in stupid laws! It should be an offence to suggest stupid laws! It should be n offence to bring in laws for the minority! It should be an offence to be a greenie!!!

    I've got a neighbor across the street whose kid likes to have "Vroom, Vroom" cars. In the past he's had 4 bangers with coffee can mufflers. Two weeks ago he got a Dodge Charger with what sounds like a V-8. Wish I knew where he gets the money because he's a little off in the head and once worked collecting carts at Walmart. "A very important job..." he said.

      I had a neighbor kid who did the same thing. He also had sport bikes. He would sit in a lawn chair in the driveway, next to the bike, and redline the shit out of it all day long.

    This kind of law is in Australia too - The police use it to impound the 1% gangs around here. You'll see 10-15 bikes in a ride all get corralled and impounded for being too loud. The cops do it when the club ride is way out in the middle of nowhere...

    You guys should understand-- if you get screwed like this and can't drive your car anymore-- Just get a friend with a trailer to drag it to a neighboring state and sell it.. Because here in Oklahoma-- we don't have inspections, so we can get away with all these "mods" without issue, typically.
