Port Colborne - 4 suspicious people looking in yards

What seems to be 4 suspicious people shining flashlights in what looks to be in the backyards of the homes. At this point I'm unsure what their motives are if any.
I''m not saying they were out for no good reasons, it was the manner in which they were shining the flashlights around into yards. It could be nothing but it also could be people scoping the area to come back at a later date.
The video was post for awareness reasons only, just in case as this area has had its fair share of Thieves over that past year.
