Reason why this is glitched like Jin's moveset being a rapid kick is because the programmers took Kazuya and Jun's moveset and incorporate to any new character from scratch during beta stage. So this moveset is a leftover from a development stage.
According to TCRF this was an early Jin moveset, which had used T2's Kazuya as a base. In T3 this is used as a dummy moveset assigned to Mokujin which gets overwritten when the random moveset he mimics gets loaded in.

About glitch moves. I think it's vice versa. Glitched are uniue to Kazuya moves. Throw is exception.
This Moveset I think is used by Kazuya in Tekken Tag Tournament Arcade Version.( The Arcade opening teases him in it).
According of what i watched in other video I think It is the Jin Beta's moveset version. Jin would have more Kazuya's style moveset.
