For the light defusing I bet you could wrap that trimmer wire around a small section of hot glue stick. Drill a hole into the glue stick and insert the led module.
The cut out bit is a section from the Plasma Conduit set from GW and the control station is from an old Kill Team expansion. I think it was the Rogue Trader one a few years back
i love the idea, most hard will be to find the trimmer wire in france i guess lol well i think i have found, now searching the right diameter in millimeter
