He is going insane because he watches the same movie over and over again (it is noted because earlier in the movie shrek is on in the background). He’s a scientist who has been living in isolation for years with just his dog ( who died in the scene before which is why this scene hits too hard ). You don’t realize how sad it is at first.

I took it as the opposite. They are Shrek and he's donkey, he doesn't know what it's like to be free, and he has no friends. When he mimics, "but uh, I don't have any friends", it's showing the woman in the background, implying he's been so separated from human contact that she's his only chance. Ironically, he sacrifices himself pretty much immediately for them, because they're the only thing he's got left, just like Donkey.
Either that or they were among the 12 million that survived. Pretty sure they got eaten though. Robert Downey Jr is also dead in this universe because in the video store scene, Will Smith's character chooses out the movie Good Night and Good Luck which features RDJ. RIP Iron Man.

I can’t believe I’m saying this, but this short scene of Will quoting Shrek says a lot in under two minutes. It shows that he hasn’t spoken to another person in a long time, and doesn’t know how to communicate as well as he used to, social skills are amiss. Who quotes the movie while it’s on right? But the scene in Shrek aligns with the scenario, he wants to stay with someone. “I don’t have any friends”. Not to mention he’s definitely seen the movie way too many times.
