I think it's a cool update. It is nice seeing IG updating one of their older R&C games as a way of celebrating said game's release anniversary, kind of like what they did with Rift Apart to celebrate that game's 1 year release as well as the R&C series' 20th anniversary.
I am curious about what was meant by legal hurdles. Was SIE against Insomniac Games releasing the free update or was it someone at Insomniac Games itself that didn't like the idea? Could such things be one of the reasons why we haven't gotten things like a Future quadrilogy collection disc or more R&C merch and comics?

Fun gun to use. And it’s an excuse to replay the game again. It doesn’t hold a candle to the old games or Rift Apart, but it’s still fun to play. And the 60 fps makes it all the better.

I tried getting it on challenge mode and went through the entire opening section before Novalis and when I got to Novalis, it wasn’t there. I tried to start a regular new game and did the same thing to find that it also wasn’t there.
Is it only available on PS4? Or does it also work with 5?

Did you go to the PS Store page & install it from there, then start the game?
It's on PS4 & PS5. I personally unlocked it on Challenge Mode, and after starting a New Game with no issue.

Need to download the DLC 1st, then open the game. If your starting a new game, it pops-up on Novalis. If your further along, it'll be at the nearest vendor once installed. :)
