He did not attack the cops, he just stole their car.

There's a difference between did nothing wrong and isn't a threat to them
Also, he kind of *did* do nothing wrong, like he's jacked a car in the process of self defence and that.. is quite literally it
Doesn't kill or maim or anything like that, gives out some concussions and apart from that one assassin which he had no choice in, he's genuinely clean
He put his hands up to signify he was not their enemy. Bourne was not a threat to the fuzz. Then the goons showed up and started shooting. Police responded in kind. Bourne realized they were innocents, so he took the car to both draw the goons attention away from the cops and to get away from the garage.
this chase scene is one of the best in television history

notice how Bourne is driving backwards off the parking garage, after the shots to the windshield by the other agent, he reaches up to flip the review mirror almost 180 so he can see while still laying down going backwards.
It's almost like we watched the same video....
