At least from Brooklyn/Manhattan there are ways to snake around the tolls but this takes forever. Oh and that whole FDR Drive "exempt" is false as they'll put the cameras at the end of the Manhattan side of the east river bridges to get ya before you decide what road you are getting on after that. So you'll already be hit with the toll at that point even if the FDR itself stays free.

Since COVID(pandemic )people started driving more to avoid being around others(understandable) . Given there are no tolls on the 59st , Manhattan, Brooklyn, Williamsburg bridges . Then you have the people whom were required to go back to work whom was working from home. It’s best to say they are also in that group of people whom are driving in. The deliveries to the countless businesses in that area adds even more vehicles. Something needs to be done to mitigate that congestion . As a bus riders it’s frustrating having to be delayed , sitting an unnecessary traffic because of all that traffic . Some times you have to sit for 5 or more lights to just get through because of the congestion, the blocking up the intersections. Why should Manhattan residents be charged when people in the Bronx, or Brooklyn or Queens have no such tax on them. People don't have to pay that tax who live in Suffolk or Nassau. Realistically there are more cabs than actual drivers on the road in NYC and that includes uber, lyft, green cabs, yellow cabs, revel, limos, Cadillac fancy taxis, airport specific taxis ect they are giving away livery licenses like candy. It’s be easier to adopt several means to raise funds for the MTA vs penalizing people for driving. 1.) Adopt a low tax for each household. $125 x 8 million = 1 billion. 2.) Charge tourists an entry fee of some sort. Could be $2-$5. 62 million tourists visited in 2023. That’s an easy $124 - $310 million depending on the amount of the fee. 2.) Adopt a zone based fare. Could have a $1.50 base fare and a ¢10 increase per zone. Swipe upon entry and exit of the system. 3.) Reduce the # of ride share vehicles on the streets. They are a major factor of congestion. MTA also needs to get serious in regard to their spending habits. They burn through billions like it’s going out of style.
It will make the subway better, especially for people like me who don't have cars. I much prefer to take the subway but sometimes the delays and service cuts are so bad I wish I had a car. But, then, I'd get stuck in traffic.
As clearly stated in the video, not everyone can use the subway. If you are moving heavy cargo every day for your job, the subway is not a viable option.

How about charge out of state plated vehicles to park in NYC , many are just people evading NYc insurance costs.
