I’ve never seen a siren in Moses Lake.

There's multiple. This STH, another south of it at a cemetery, a fedelcode on the ground near the fire station in Mae Valley, and a model 5 at the Housing Authority of Grant County, as well as a sentry 10V, modulator 4016, and a third STH-10 at the REC Silicon plant that test every Sunday at noon. I actually live in Moses Lake, so I know a lot of locations in the Central Washington area.

Don't ask me, ask the people who mounted that thing in the 80s.
