I have done the same cheat for the wellness skills to be 10 but still not able to offer manicure, etc with price to customer at my retail lot. how did you manage to offer with price?
Did you let your sim tend the massage chair first? Click on the chair and the option to tend massage chair should be there. Once you let your sim tend the massage chair, the option to offer manicure or massages with a price will pop up. I hope this helps. Let me know how it goes 😁

Not having Spas be an owned business in the game is one of those oversights by the Sims team I can't wrap my head around.
