in 1948 there were two main powers (USA, USSR) and three additional allied victory powers (UK, France, China). The only way to agree on any system (for both US and USSR) was the option of veto.

The veto is there to make sure the council remains intact. It allows countries to protect their national interests.
The whole point of the council is to have the major powers on the same table to discuss matters.
Imagine a council where 2-3 times a majority vote made Russia do something that went completely against their own interests. Why would they stay a part of a system that goes against their goals repeatedly? They'd quit. Then next is USA or China. And the council is gone. So the major powers are no longer discussing matters and we get 2-3 cold wars.
The veto is there to make sure every decision is made with every party in agreement and no party is doing anything they totally disagree with.

Either the Veto power in SC be done away with or the rules be changed to the effect that a resolution will be vetoed if it is vetoed by all the permanent members. Or no resolution can be vetoed if it is accepted by 2 permanent members. The UN can not be a viable and effective organisation so long as it is dominated by the West and Headquartered at New York, America.

America always talks about democracy. In a democracy, the majority rules. At the UN Security Council a minority of one permanent member rules. I think that needs to be changed. In its actions at the UN, America is not doing Israel any favor by protecting it from UN resolutions. In fact, Israel needs to be saved from itself. Israel as a nation has gone so far to the extreme, it is causing itself unrepairable harm. It is acting like a third world dictatorship with our unconditional support. There has to be better checks and balances of special interest powers in order for International law to be upheld for all and applicable to all.
