I'm surprised but not upset with your decision to put HL first, I’ve always seen people choosing Quantum or Mental as the top powers for controller, but since this is a pure power controller list, it’s refreshing to see this comparison.
Mental is very good but lacks crowd control it only control like 3 or 4 targets unlike quantum or HL where it’s 5+

Stunning, freezing, sleeping, or trapping a group of enemies basically doing something that will make them not attack for a period of time
