Was asked the same question on Reddit...why do businesses do anything? To make money or save money. California prices itself out of industry with taxes that's why GA and other states get so much filming now. They may also have found a town in Melbourne that closely resembles that part of Los Angeles that they can film less restricted due to bystanders, traffic, needed permits, etc. It's just business and California doesn't like businesses as evidenced by their taxes.
