Mexico back then had really good ties with Nintendo, through the Nintendo-centric show Nintendomania, the official Club Nintendo magazine, SNES cartridge production and other things. It's really likely they had access to the assets.
Nah, the assets are totally custom. There's real gameplay footage at first, but then in the next scene of the game, Link has a somewhat different model, the grass tufts have different graphics, and stuff overall looks darker.

He failed something and instead of manipulating the memory to give him the title menu file it summoned the lost bits of mirinda's code that was secretly there in the files of ocarina of time.
