Well maybe the cars are actually unloaded and just glide back down the rails from the cities back to the yard through gravity, like hump shunting where freight cars are allowed to coast down a slope to shunt themselves so long as they are being switched on the right tracks. The locomotive launches them up into the cities, and the cars just coast down on their own once they're unloaded.
It looks to be a 0-6-6-4 rigid frame Hiawatha-style monorail steam engine. I would say it's cursed, but it doesn't look too bad.
