@lalyvaly hello :) I would recommend making your own, this way you will see the colors you have and practice creating the color wheel yourself. most brand sof professional pastels are good, there are some + and - to them, dark rembrandt pastels can be scratchy, schminke and senellier break easily sometimes, of course, if you have a budget then kohinoor is the definite winner when it comes to price/quality. but all of them are great pastels :)
