i would test with the blades on that puts a load on the motor as you tested with no blades thats no load speed. as i recently replaced a capacitor in a hunter fan as some use the capacitor for medium and low speeds. as i wired two 5mfd 370vac caps to replace the burned cap its all the local hvac supply house had. i think the original the speed leads in the later shaded pole and PSC permanent split capacitor. are tapped in the windings. as the early original with the shaded pole motor it used a choke coil for speed control on top of the motor housing. as the later PSC originals up to 2001 are reversable. as hunter no longer manufactures it in the USA its now in Taiwan and motor downgraded to half a spinner motor in the larger originals and a smaller stator in the smaller originals but still oil as its a better system than shielded and sealed ball bearings modern fans have.

PowerCat69 They are fixed in the motor. They never go bad. I realized it was the coil

How did you get a replacement coil? I cannot find any.

Actually capacitor can go bad on Original, but you're right it's the windings.
