A tazer is neither lethal nor non-lethal.... It is "less-lethal". It can be lethal because some individuals have died by tazering. But it is not designed to be lethal.

A tazer is "Less-lethal" because we want to NOT kill someone, but there is no guarantee that they will live in an unforeseen event such as heart failure. Same in how bullet resistant vests are intended to stop all bullets, but are known to sometimes fail when under the wrong stresses or when a new armor-piercing or unconventional round is used. That being said, the specific model of tazer used in this instance is a new version designed to remain in operation even after it has been fired as a hand-held stun gun. In a grappling match, the use of a stun gun on the spinal cord will fry the nerves of whoever gets it, and attacking the neck results in death. The fact he held the tazer after he fired it meant that grappling was no longer an option. In this particular instance, the tazer (now stun gun) was in the same lethality category of a knife, club, or any other lethal weapon. The police shooting a person with a discharged tazer gun is justified. (Wrong video, but I am sure we know which one I am talking about.)
According to “How It’s Made” , it is not a single design. There are more than one type of taser. A few versions exist. And one thing is certain, civilians do not have access to the law enforcement models. They are night and day. One difference is the police taser propellant for the barbs is gun powder , and the civilian version is spring loaded. Also the voltage can be increased or decreased on the police models . And the civilian version has no voltage adjustment . Please don’t take my word for it , look it up, and the rest of the specs For this weapon. There is a lot to them.

What do these people want? Rayshard took an officer’s taser and decided to attempt to incapacitate the officers. At that point the officers have a right to defend themselves. I was listening to the APD scanner earlier. Dispatcher put out a request for service and was told by another officer on the radio that they are not responding to 911 calls due to staffing shortages. Dispatcher then asked a federal agency to respond and was told that it was outside of federal jurisdiction. A lieutenant got on the radio and said that protesters were outside their precinct and that it was only him and a sergeant there.
All this is to blame to that one night stand, that one "dad" that went to get cigarettes, that one baby mom that had too much drama.. ect. Discipline and respect as gone down the drain two decades ago!!
Unfortunately essential and emergency services aren’t able to take strikes, because if they do, people could die. And yet, when police take their strike they’re blamed for not protecting people, and when they are doing their job they are told they aren’t essential/necessary. It’s a double-edged sword that has shown it will cut either way.
I go to GSU for grad school, which is Downtown and less than a mile or two from all this crap. "APD SHOOTING EXPLAINED” Before reading below, remember that officers are afforded the same constitutional rights as citizens, so whether they’re charged for political reasons or not, the facts of the case remain the same until their day in court: In order to understand this situation, you’ve got to set feelings and emotions aside to understand objective reasonableness. So looking at this case, what do we know? A DUI investigation determined that he was too intoxicated to drive. The bodycam showed the officers being overly nice and polite to him the entire time all the way up until the handcuffs were about to go on, as they should’ve been. As soon as they tried to cuff him, an all out brawl took place. Not just resisting, but punching them in the face and throwing them around. He took one officer’s taser, threw him face first into the asphalt, stood up, and took off. _____________ So let’s pause there and see where we’re at legally. Charges: DUI Obstruction X2 - Felony Battery on an officer X2 Aggravated assault X2 - Felony Strong Armed Robbery - Felony And believe it or not.... Possession of a firearm during the commission of a crime - Felony Per Georgia Law, a taser is classified as a “less-lethal” FIREARM as they do occasionally cause death. (OCGA 16-11-106) ________________ These offenses are important because there is a case law called Tennessee v Garner What Tennessee v Garner states is: “When a non-violent felon is ordered to stop and submit to police, ignoring that order does not give rise to a reasonable good-faith belief that the use of deadly force is necessary, UNLESS it has been threatened.” So this goes back to the taser being classified as a firearm that can cause death or great bodily harm. ___________ So, They fought He stole the taser He got up and ran The 2nd officer chased after him and tried to use his own taser against him, but he didn’t get a good connection. Brooks then turns, aims the taser at the officer, and fires. Statutorily, this is no different than firing a gun. (The taser that APD carries has 2 cartridges, so Brooks could have potentially shot the officer twice.) The officer dropped his taser from his left hand after it appears he was hit by a barb on the video, draws his sidearm, fires 3 shots, falls against a car in the parking lot and Brooks goes down. Brooks was not only a continuing threat to the officer since he could still fire the taser again, but he also showed and EXTREME desire to get away, with a weapon. So it is not unreasonable to have the fear that he would use that weapon to carjack a motorist sitting in the drive-thru line, take a hostage, or otherwise hurt another innocent party. What does Georgia Law say about deadly force? OCGA 17-4-20 (b): Sheriffs and peace officers may use deadly force: 1.) to apprehend a suspected felon only when the officer reasonably believes that the suspect possesses a deadly weapon. (He did) 2.) to apprehend a suspected felon who possesses any object, device, or instrument which, when used offensively against a person, is likely to or actually does result in serious bodily injury. (He did) 3.) to apprehend a suspected felon when the officer reasonably believes that the suspect poses an immediate threat of physical violence to the officer or others (He did) 4.) to apprehend a suspected felon when there is probable cause to believe that the suspect has committed a crime involving the infliction or threatened infliction of serious physical harm (He did) The officer only needed one of those requirements, but he had all 4........ Now the reason taser’s are considered “less-lethal” is because when used appropriately, you are “less likely” to kill someone vs using a gun. But Brooks hasn’t been through the training to know how to avoid certain vulnerable parts of the body, and he doesn’t understand how neuromuscular incapacitation (NMI) works, which makes it MORE likely for him to cause great bodily injury or death than if an officer used it. And just to support the fact that tasers can and do kill, there is an East Point Officer currently sitting in prison for improperly using a taser and killing a man a few years ago. (Eberhart v Georgia) “He could’ve shot him in the leg!” Right off the top, it is unconstitutional to do so. It is considered cruel and unusual punishment to employ a gun in that manner. Either an officer felt deadly force was necessary, or he should use a lesser response. We could just leave it at that, but that's too much of a cop out, so let's discuss WHY it has been deemed unconstitutional. For one thing, that's an extremely difficult shot to make. The target is quite narrow, and in continuous motion as the suspect runs away/charges the officer. Under the best of conditions trying to hit the leg is challenging...to be generous about it. But in a life or death encounter, the officer's fine motor skills will be eroded by the stress of the encounter making the shot, turning a leg shot into a very low probability feat. Assuming a round does hit the leg, then what? The only way a shot to the leg would immediately stop a threat is by shattering one of the bones, and stopping the threat is the ultimate goal. While it is very difficult to find a shot to the leg that will immediately stop a threat, it is actually comparatively easy to find shots to the leg which eventually prove fatal. Human legs have very large blood vessels which are essentially unprotected (femoral artery) Now remember, we’ve had days to sit back, watch videos, discuss, and analyze this entire thing. The officers had less than a minute from the time the fight started, and less than 5 seconds to interpret EVERYTHING you just read while running, getting shot at with a taser, and returning fire

@Thomas Starr Honestly though, I'm fiercely anti-cop and even I can see the foolishness in this. I think cops are power-hungry assholes who have been getting away with murder for way too long. The thing is, imprisoning them for shit like this (one of the few cases where the cops were in the right) isn't helping anything, it's just getting rid of one of the few good cops and giving ammo to the cop-loving freedom-hating bootlickers. And defunding the police doesn't help either, they need more funding if anything, better training and bodycams and such. Wish people were actually trying to help the situation instead of winning the shouting match like third graders. While this decent cop is behind bars, the people who killed Breonna Taylor will still be walking free, and no-knock raids will still be warranted. Where is the logic in that? Ditch this whole thing and fix corruption where it is, not where you want it to be. But that'll never happen, because that requires everyone to ditch their agendas.
If he was an ACTIVE THREAT to the officer's life or another's life he would have been justified. At the time of the shooting Rayshard Brooks was; 1. Running away. 2. Had already shot both the charges in the taser, therefore rendering the weapon useless. 3. Not attacking anyone or making a threatening statements to anyone. Please point out to me how the officer was justified in shooting him.
The Atlanta DA declared TWO WEEKS before the RAYSHARD BROOKS shooting, that TASERS WAS CONSIDERED A DEADLY WEAPON. TWO WEEKS LATER HE DOES A 180 and claims that TASERS AREN'T A DEADLY WEAPON. INSTEAD OF CHARGING the TWO COPS, they should charge the DA WITH INCOMPETENCE and STUPIDITY AND CONSPIRACY.

It really takes a special breed to want to be a cop in 2020. My heart goes out to all police officers out there.
I know an ex officer personally who accidentally killed a man with a heart condition with a taser, it was unintentional but he still lost his job and suffered the consequences. When this poor guy gets acquitted I hope he bankrupts the city with a massive lawsuit and lives out the rest of his life in peace.

A tazer is neither lethal nor non-lethal.... It is "less-lethal". It can be lethal because some individuals have died by tazering. But it is not designed to be lethal.

A tazer is "Less-lethal" because we want to NOT kill someone, but there is no guarantee that they will live in an unforeseen event such as heart failure. Same in how bullet resistant vests are intended to stop all bullets, but are known to sometimes fail when under the wrong stresses or when a new armor-piercing or unconventional round is used.
That being said, the specific model of tazer used in this instance is a new version designed to remain in operation even after it has been fired as a hand-held stun gun. In a grappling match, the use of a stun gun on the spinal cord will fry the nerves of whoever gets it, and attacking the neck results in death. The fact he held the tazer after he fired it meant that grappling was no longer an option.
In this particular instance, the tazer (now stun gun) was in the same lethality category of a knife, club, or any other lethal weapon. The police shooting a person with a discharged tazer gun is justified.

According to “How It’s Made” , it is not a single design. There are more than one type of taser. A few versions exist. And one thing is certain, civilians do not have access to the law enforcement models. They are night and day. One difference is the police taser propellant for the barbs is gun powder , and the civilian version is spring loaded. Also the voltage can be increased or decreased on the police models . And the civilian version has no voltage adjustment . Please don’t take my word for it , look it up, and the rest of the specs For this weapon. There is a lot to them.

What do these people want? Rayshard took an officer’s taser and decided to attempt to incapacitate the officers. At that point the officers have a right to defend themselves. Stop saying this was a wrongful murder instead of an act of defense. And might I just say that Rayshard resisted just because he didn’t want to go back to jail. If he just took the DUI, he would still be alive today.
The cop is facing the death penalty because he decided to kick him instead of performing first aid. the other cop decided to stand on his back it took them 2 and 1/2 minutes to even get to that point. He kicked him while he was literally breathing his last breath. good cops don't do that.

I was listening to the APD scanner earlier. Dispatcher put out a request for service and was told by another officer on the radio that they are not responding to 911 calls due to staffing shortages. Dispatcher then asked a federal agency to respond and was told that it was outside of federal jurisdiction. A lieutenant got on the radio and said that protesters were outside their precinct and that it was only him and a sergeant there.
That is honestly terrifying.

I go to GSU for grad school, which is Downtown and less than a mile or two from all this crap. Your channel is one of the best out there. I think it is kind of strange that a show like Cops that has been documenting the Police for over 30 years has been taken off of the air. Or live PD that pretty much showes Police as uncut as possible working the good and bad areas of America. Someone doesn't want people seeing what really happens when these Officers make contact with people.
These Networks have hundreds of journalists/ camera men on call. I would like see them go on ride a longs with these Officers and document what really happens. They did it in Iraq/Afghanistan all of the time lets do it in America. These people risk their lives for us every day. Lets show how hard they are working. Before reading below, remember that officers are afforded the same constitutional rights as citizens, so whether they’re charged for political reasons or not, the facts of the case remain the same until their day in court:
In order to understand this situation, you’ve got to set feelings and emotions aside to understand objective reasonableness.
So looking at this case, what do we know?
A DUI investigation determined that he was too intoxicated to drive. The bodycam showed the officers being overly nice and polite to him the entire time all the way up until the handcuffs were about to go on, as they should’ve been.
As soon as they tried to cuff him, an all out brawl took place. Not just resisting, but punching them in the face and throwing them around.
He took one officer’s taser, threw him face first into the asphalt, stood up, and took off.

Charges:
DUI
Obstruction X2 - Felony
Battery on an officer X2
Aggravated assault X2 - Felony
Strong Armed Robbery - Felony
And believe it or not....
Possession of a firearm during the commission of a crime - Felony
Per Georgia Law, a taser is classified as a “less-lethal” FIREARM as they do occasionally cause death.

These offenses are important because there is a case law called Tennessee v Garner
What Tennessee v Garner states is:
“When a non-violent felon is ordered to stop and submit to police, ignoring that order does not give rise to a reasonable good-faith belief that the use of deadly force is necessary, UNLESS it has been threatened.”
So this goes back to the taser being classified as a firearm that can cause death or great bodily harm.

He got up and ran
The 2nd officer chased after him and tried to use his own taser against him, but he didn’t get a good connection.
Brooks then turns, aims the taser at the officer, and fires. Statutorily, this is no different than firing a gun.
(The taser that APD carries has 2 cartridges, so Brooks could have potentially shot the officer twice.)
The officer dropped his taser from his left hand after it appears he was hit by a barb on the video, draws his sidearm, fires 3 shots, falls against a car in the parking lot and Brooks goes down.
Brooks was not only a continuing threat to the officer since he could still fire the taser again, but he also showed and EXTREME desire to get away, with a weapon. So it is not unreasonable to have the fear that he would use that weapon to carjack a motorist sitting in the drive-thru line, take a hostage, or otherwise hurt another innocent party.
What does Georgia Law say about deadly force?
OCGA 17-4-20 (b):
Sheriffs and peace officers may use deadly force:
1.) to apprehend a suspected felon only when the officer reasonably believes that the suspect possesses a deadly weapon. (He did)
2.) to apprehend a suspected felon who possesses any object, device, or instrument which, when used offensively against a person, is likely to or actually does result in serious bodily injury. (He did)
3.) to apprehend a suspected felon when the officer reasonably believes that the suspect poses an immediate threat of physical violence to the officer or others (He did)
4.) to apprehend a suspected felon when there is probable cause to believe that the suspect has committed a crime involving the infliction or threatened infliction of serious physical harm (He did)
The officer only needed one of those requirements, but he had all 4........
Now the reason taser’s are considered “less-lethal” is because when used appropriately, you are “less likely” to kill someone vs using a gun. But Brooks hasn’t been through the training to know how to avoid certain vulnerable parts of the body, and he doesn’t understand how neuromuscular incapacitation (NMI) works, which makes it MORE likely for him to cause great bodily injury or death than if an officer used it.
And just to support the fact that tasers can and do kill, there is an East Point Officer currently sitting in prison for improperly using a taser and killing a man a few years ago.

Right off the top, it is unconstitutional to do so. It is considered cruel and unusual punishment to employ a gun in that manner. Either an officer felt deadly force was necessary, or he should use a lesser response.
We could just leave it at that, but that's too much of a cop out, so let's discuss WHY it has been deemed unconstitutional. For one thing, that's an extremely difficult shot to make. The target is quite narrow, and in continuous motion as the suspect runs away/charges the officer. Under the best of conditions trying to hit the leg is challenging...to be generous about it. But in a life or death encounter, the officer's fine motor skills will be eroded by the stress of the encounter making the shot, turning a leg shot into a very low probability feat.
Assuming a round does hit the leg, then what? The only way a shot to the leg would immediately stop a threat is by shattering one of the bones, and stopping the threat is the ultimate goal. While it is very difficult to find a shot to the leg that will immediately stop a threat, it is actually comparatively easy to find shots to the leg which eventually prove fatal. Human legs have very large blood vessels which are essentially unprotected (femoral artery)
Now remember, we’ve had days to sit back, watch videos, discuss, and analyze this entire thing. The officers had less than a minute from the time the fight started, and less than 5 seconds to interpret EVERYTHING you just read while running, getting shot at with a taser, and returning fire

@Thomas Starr Honestly though, I'm fiercely anti-cop and even I can see the foolishness in this. I think cops are power-hungry assholes who have been getting away with murder for way too long. The thing is, imprisoning them for shit like this (one of the few cases where the cops were in the right) isn't helping anything, it's just getting rid of one of the few good cops and giving ammo to the cop-loving freedom-hating bootlickers. And defunding the police doesn't help either, they need more funding if anything, better training and bodycams and such.
