It refers to anyone besides Allah who can try to respond to the challenge. I watched a recent video where someone asked ChatGPT to produce a surah like it. So anyone is addressed who can try to meet the challenge. Allah says straight after: And if they do not respond to you - then know that the Qur'an was revealed with the knowledge of Allah and that there is no deity except Him. Then, would you (not) be submitters ( to Allah) ?
