@lord_Dynamit because they thought that this is unbalanced. Like, you can freeze bullets for 30 secs, shoot A LOT, unfreeze and kill almost any target with high enough dps. No one really did that, most people were just getting their lulz by cosplaying Dio. Right after rework it worked on allies projectiles too, so Limbo trolls were *very* happy. That feature quickly was removed, luckily. And couple of days later they removed bullet freeze at all (maybe enemy bullets were still stopped, but I'm not sure). You can check that on Limbo's page at wiki in patch history section, I believe.

Like you aren't actually moving fast per say, your brain is the one moving fast like your body isn't affected so everything is super slow, but you move at normal speed. So for everyone your super fast, but in reality you got winded like 4 times, and just played it off like you had real super speed.
