They sell many freshwater morays, toadfish etc. but none will survive in fresh water for long periods, many fish and even sharks will swim up stream for awhile but they are not freshwater.

its a fresh water frog fish but maybe its a young brackish frogfish
Their not rare, you just buy a salt water frogfish and give it a liver transplant.
