As you mentioned, even I didn’t knew at that time how Rockstar was involved with it, I initially thought it was very similar to GTA III, i.e., an Open World environment with more possibilities to explore. But, at the end, State of Emergency was definitely a pretty good game for me, a stress reliever while being really fun to play. The gameplay is definitely more arcade oriented, though, with the goal to get the highest score possible.
it helps to hold the strafe button when using the guns that way the camera swivels behind the player character and you can just mow down anyone coming towards you, so I think the guns actually work fine aside from that this was a great review.

I remember how bad I was at playing this game when I was a kid. My sister absolutely loved this game. It was only about 5 years ago we plugged in the PS2 and played some old games and this was one of them. Fair to say as I’ve gotten older I have way better experience with shooters now and unfortunately after replaying it again 5 years ago I can officially say this game is really bad, even my sister really disliked this game even tho she said she used to play this for hours per week 😂

State of Emergency kind of reminds me of Crazy Taxi on Sega Dreamcast

No, this came out way after. I remember hoping it was going to be as good as GTA 3, but it's just mindless violence. The Punisher PS2 does it better.
