In 1974, hosts West Germany refused to play Poland on a field with proper conditions in what was essentially a semifinal. They were the top 2 teams in the group going into the last day of the second group phase and Poland had a much stronger passing style of play that was severely limited by a recent rainstorm over the field. Poland asked for the game to be moved to a pitch with standard conditions, but the West Germans refused in order to limit their opponent's superior talent.
The main problem in the 1966 WC wasnt that goal. The referees of the marches uruguay vs germany and Argentina vs england were choosen two days before the matches in a meeting betwen german and english officials.
