Yes, there must be some explanation for all this unlimited universe and the only micro level smart beings looking at all this. This civilization types explains few questions but at the same time leaves out so many questions.
For example , why maintain secrecy in existence of the superior types , when promoting from one type to the other type is technically possible eventually ?
Maybe because the superior type may put the low level type civilizations in control and that leads to lack of freedom and evolution ( Just like we humans do to other species on earth)

Some of the claims in video need not to be true because you r fundamentally classifying civilizations based on energy consumptions but in technology efficiency play an important role than just consuming energy
For example
1950's computers consume very high energy but do very less calculations
But today world energy consumption is low but calculations per unit energy is more
And also u mentioned purpose of any intelligent species must be expanding there tarritory but that also need not to be true because deep compulsion for territory expansion is human behaviour developed through evolution (because that made our species survive) but if u consider any external civilizations the birth cause of intelligence could be completely different
So it would be so vague to classify directly without considering other factors
