isn't it illegal to duck under a high grip under latest IJF rule?

To duck under an establish controlling grip would be, but to parry the arm if the opponent looks to take a georgian grip is fine.

From what I have been told when refing if you pass under to obstruct a throw or do so without performing or attempting a throw then yes it is shido.
