Nicely explained in details! DRDO get's research results but to improve and implement new technologies quickly is the problem. Hopefully the defense department sets up faster manufacturing and services as well setup security measures to protect it from spies. Jai Bharat 🇮🇳🇮🇳🇮🇳☝️😊

very nice comparison. Would like to share 2 perspectives - Point 1 is about R&D Capability - The challenges of Defense R&D are very similar to Pharma R&D. The high cost of design, high failure rate, constant delays, and limited 10-15 years of profitable life (of design tech.) after which generation changes. The products are worlds apart but the challenges are similar. We can look at the pharma R&D ecosystem and probably learn something. Point 2 is about R&D capacity - right from the time when children go to engineering institutes, their access to R&D facilities, R&D competitions at that level, Promotion of R&D by existing manufacturing firms, patents, and benefits/recognition to companies who are generating new R&D patents and technologies. Students are taking science these days to do computer engineering and go to slave it out in US companies. Our whole approach to Science and R&D needs evaluation.

No matter what people say bt in heart they know there is no accountability, no punishment or no reward in psu culture. They r welfare institutions for providing easy livelihood.. Look at the light tank tender.. Jorawar gets unfair patronage even before competition.. Even when it's total screw driver giri.. Importing American engine, German transmission, belgian turret, belgian smoothbore gun, Russian main and auxiliary machine guns. Still after 30 yrs they wouldn't be able to absorb a single TOT like they failed to observe anything from Arjun project.
Now in this kind of situation which Pvt company in its right mind would bid even with a foreign design ( as if it matters)

Indian approach is very different from DARPA. Thanks for the clarity. Previously, I was also thinking that government must convert DRDO into DARPA without understanding the complete picture of American way of defence development. I think our Indian system of defence development has too much interference in every step. Hence, the overall process is not smooth.
USA knows how they want their future to be & India depends on the future of USA & West. We basically copy what they do not set threshold for others

DARPA is a unique agency. They entertain every unique weapon concept. They provide fund and technical support to the select concept to make it reality. I think we should focus on private sector. Just as we did in artillery, infantry vehicle we need to copy that on other sections.
True DRDO & DARPA fundamentally different as it focuses on future/unconventional techs as their industry do major R&D on weapon. Not same here where except few like lch, luh most r&d done by DRDO labs only.

Their Budget is nearly $$4 Billion, its not a single DOD. Its every thing, Research, Military, Navy, Air force, Biological, Chemical, Mechanical & Electronics........ and much more..

Export karna hai toh pvt players ko non strategic weapons systems ki manufacturing outsource karni padegi. PSUs se cost cutting ya lobbying hoga nahi ; yeh kabhi bhi globally competitive ho nahi paayenge.

Reforms is a most welcome thing esp in drdo,isro and dpsu. Though govt has already started those . Private companies participation has increased a lot nowadays. Govt should also privide adquate funds and provide them at the right time. More than all these reforms should be done to those babus who sit idle on files and proposal .

A Defence.minister must be special technocrat politician who has a basic knowledge of armaments manufacturing and deployment and a person who has futuristic view.of incoming battlefield crisis solutions and a very clear message of what has to be done in an emergency More inter action with all command structures on all.levels of the Army Navy. and Air force and with a close monitoring of defence proofuction systems. This must be precisely done to know how much capacity we have to deter a surprise invasion Intelligence briefing.every day is mandatory . Defence minister must have routine inspection of all station on a monthly basis . Every information must be on his finger tips and quick wise decisions must follow his assesments. This is a complex job for politicians with scanty knowledge to hold on. The nation needs the best and only the best man for this job.

Instead of wasting 3 lacs crores on free food scheme per year this amount should allocate on modernization of our forces and R&D which are facing two side war challenge.
One factor you have not discussed is cutting edge technology. These are concepts said to show promise in academia, but need funding to develop. Owing to the strong implementation of Intellectual Property Rights in USA, many academic researchers ( and also small research companies) apply for grants to DARPA, citing published academic research, unpublished data in the researcher's possession, and outlining a project to be completed in 18-24 months(typically). The proposal is scrutinized for soundness, the capability of the researcher is assessed and if approved a grant is given out of funds available to the Army,Navy or Air Force. The really interesting part is that although research is funded by the Armed Forces, IPR reverts to the researcher who has to promise to make the product available to Defence royalty free if it goes into production.. This is a bottom up approach pushed by champions of a yet to be developed technology(hence cutting edge). It brings to bear the creative genius of creative technologies without affecting the big ticket research.
That's an interesting approach.

As long as they can streamline the involvement of private players and a healthy competitive environment, there will be significant improvement in both costs and quality. Private sector is at least 10X more efficient than public sector ... where the concept of firing someone for lack of performance does not exist.

Is it a recent fad that people have now shifted blame to “funding” while conveniently ignoring the delays of funded projects? Look at Rustom, Archer, MBT etc. PSUs have a work ethic problem. Funding is only a part of the problem not the whole one.

I don't agree with the assessment that keeping cost low is only factor or new manufacturing methods are not encouraged... for example In Tejas , Large amount of Carbon composite were used by DRDO to make it light weight .. if primarily objective was just to keep the cost low then they would have gone for a all metal aircraft like JF -17
Compare the cost of Tejas MK1A and Gripen. You will get your answer

1. Is there any constitutional limitation or constitutional checks and balances/legal restriction on delegating DARPA like added responsibility on DRDO and not limiting DRDO in terms of authorisation, approval, funding to functions according to requirements of the forces? What is the legal basis of the statement, "DRDO can not become DARPA"?
2. Isn't it a dumb statement to make," If DRDO becomes DARPA, DRDO will have to be opened again" considering DRDO's existing facilities can still be used for DOD like responsibilities (weapon and tech development according to requirement of the armed forces) without reopening another DRDO-like establishment even if horizon of DRDO's responsibilities is expanded by synergising and leveraging DRDO's existing laboratories, scientist and engineer workforce for it to function utilising its labs and workforce beyond the immediate requirements of the armed forces, look into the future, predict future battleground, explore technical opportunities, predict need of the future and delve into r&d accordingly for new innovations that can be hands on ready or incorporated into fiture requirements of the forces thus saving precious time on future projects?
3. Let alone budget, cumulative past achievements, what are trends/current achievements as well as imbibed work culture of Idex, Meher Baba etc in any one singled out narrow stream of r&d that can be compared with the current achievement in anybone singled out narrow stream of r&d ( and not overall broad) done by the DARPA? Isn't DRDO with their existing labs, workforce of scientists and engineers more suitable for discharging DARPA like responsibilities on broad spectrum of defense r&d and synergising strengths of different labs to that end and better positioned to incorporate/introduce those futuristic technologies and offer them to the armed forces as they deal and interact with them regularly for the armed forces to be in the loop of predictions and perspectived by scientific and engineering minds in the defense sector outside the armed forces? Do Idex, Meher baba etc have direct, unhindered access to DRDO labs or luxury of any handpicked DRDO scientist/engineer deputed to them without ministerial interventions if the need be? Isnt it financially more viable, efficient and practical to delegate DARPA like added responsibility to DRDO so that existing DRDO labs can be utilised for r&d to the end of that new responsibility instead of duplicating labs for Idex, Meher baba etc in a developing economy suffering from resource and funding crunch?
4. Is there any mental block/ mindset/work culture related lethargy/fear of job loss, fear of more work pressure, fear of otherwise avoidable heckles at middle age etc among scientists, engineers and technocrats within DRDO habituated with working in accordance with requirements of the armed forces only in putting up resistance with excuse of procedural impracticality to any DARPA like added responsibility delegated to the DRDO?
Our present government is relentlessly trying to develop the defense sector. They are trying to build DARPA which will power our future. But DRDO is our backbone, if we break it, we will be unlucky. I support DARPA, if they make a change in their work process, we will improve. For example, arranging a complete monitoring of what our 10/20 government defense organizations and 100/200 private defense organizations are working or how much they are working or how to do more work. and to punish those who obstruct the work.And honor those who do good deeds.JAI HIND...

In the name of make in India and promotion of GeM they wasted purchasing speediness. If you want some item you have to wait for 3 months for the procurement of the item. You cannot use the Internet so you have to reinvent the wheel and spend unnecessary time on that.
PM is only good at planning not on making it work
But the idea is still valid, the government can do research on new technology/principal but why are they designing and developing defiance equipment. This is still the wrong framework, DRDO should be completely dissolved and design and development should be fine by private sector and not a government entity

These are day dreams. You don't pay your engineers and scientists well. Darpa consists of field experts even from private sectors.

Darpa budget for FY 2023 is RS. 36423 crores vs drdo Rs 23,264 Crores less then projected spending( 23,790 ) . 200+ employees on darpa vs 30000+ (only 5000 scientist).
Darpa is allowed to invest in technologies independently vs DRDO is requirement driven. No politician or military can decide what will be the best technology after 10-15 years But researchers can. They should be allowed with additional funds to make DRDO decision & to development of future technologies decided and driven by DRDO without interference of govt. If you are treating Researchers as employees who work for only requirements constrained by finds & not letting them research what they think is important they we are allowing them to work at full potential. BREAKTHROUGHS ARE IDEA DRIVEN NOT REQUIREMENT DRIVEN
