This could mean that even if old characters as not exactly as strong as in prime, they're still close to it. It was always the fandom who made wrong assumptions about the "old gen" because the latter always said vague things about getting old, like Rayleigh wishing that he was younger so he could save the strawhats being attacked by pacifistas , or when he said he couldn't beat Black beard. Fans read that and made the headcanon that Prime Rayleigh could beat Kizaru+ pacifistas or blackbeard.

In the actual manga, Oda writes out multiple times Garp is weaker then he once. Both post Ennies Lobby and on Egghead. This is just a case of the editor's self insert being wrong.
