Those Indian capitals can take a lot more haggling, at least 4-5 times. Also, I would invest 80 tools in roads, connecting the villages with Fort Orange and New Amsterdam - for a more streamlined trade with the natives. And with so many treasure wagons, a Galleon is of highest priority; just one or two more trips to the Indians should cover it.
I tend to be cautious with haggling; no deal is worse than a sub-par deal, after all. I assumed they'd have less tolerance at the higher settings. I might try to be a bit more bold about it. As for the road and galleon, we'll get to that. I record in bulk, so I've played a fair bit ahead of this point. :-p

Advanced tactix, that with the early liberty bell "rush"... You do take your time with the printing press though, you can always buy the 20 tools for a few pennies and save yourself the logistics.

No you can haggle with until they give a thousand gold for trade goods and 15OO gold for tobacco or whatever they need.
