This infrastructure can serve multiple purposes (nor only water drainage, but also cable routing, centralised air-conditioning and water-supply mains in business districts etc.). Already established technologies in mega-cities, and side-steps the intractable problems associated with built-up areas.

I agree the i(migrants) contribute a lot in generating revenue by utilising the ecosystem we have provided. So no money and assistance from the union government for infrastructure upgradement leading to floods
